Building dream cities and overcoming barriers to active citizenship

August 20, 2025, Bucharest – The second day of the „We frame the change” mobility brought participants face to face with the concept of active citizenship, not through abstract theory, but through practical and creative exercises that made them reflect deeply on their role in the community and the barriers that prevent them from getting involved.

The ideal city – when creativity meets civic vision

The morning began with one of the most enjoyable activities in the mobility program: „Build Your Dream City”. In intercultural pairs, participants were challenged to imagine and create the perfect city, where active citizenship would flourish naturally.

Cities of the future created by European youth:

  • Youth councils with real decision-making power
  • Green spaces in every neighborhood for community gatherings
  • Transparent digital platforms for tracking public decisions
  • Community centers with libraries, urban gardens, and free workshops
  • Governance through citizen assemblies with mandatory rotation
  • Intergenerational mentoring program for the inclusion of the  elderly
  • Multicultural festivals organized by communities
  • Free public transport powered 100% by green energy
  • „Neighborhood parliaments” for local issues
  • Mobile app for reporting and tracking urban problems
  • Free co-working spaces for social initiatives
  • Thematic parks dedicated to intercultural dialogue

Confronting reality – barriers to active citizenship

The second part of the day brought participants down to earth through the „Cards/Barriers” activity. They analyzed 14 real barriers that prevent civic engagement and sought creative solutions to overcome them.

Most common barriers and proposed solutions:

🕐 „People are too busy with work, school, or family.”

Solution: 15-minute/day micro-volunteering through mobile apps and integrating activism into daily routine

⚖️ „Minority groups are excluded or dismissed.”

Solution: Advisory councils with mandatory representatives from all vulnerable groups and diversity education sessions

🏛️ „Leaders use power for personal interest”

Solution: Total transparency through blockchain of public decisions and limiting mandates to a maximum of 2 terms

💪 „Young people want to act but are not given real power”

Solution: Participatory budget controlled 100% by youth and veto power of youth councils for projects affecting them

From frustration to action – the day’s motto

One of the most powerful realizations of the day was that frustration can be the fuel for change, not an excuse for passivity. Participants learned to identify the moment when they shift from the attitude of „someone should do something” to „I can do something”.

Preparations for tomorrow – storytelling as an instrument of change

The day ended with a preview of tomorrow’s activities, when participants will explore the power of storytelling as an instrument of civic mobilization.

A day of profound transformation

Day 2 demonstrated that active citizenship is not an abstract concept, but a practical competence that can be learned and developed. Through creative exercises and honest discussions, participants moved from observers to potential actors of social change.
